After you have worked your way all the way around the tube you can trim the cloth near the edges.  As you can see in the picture above, there may be some places where the cloth is still dry.  At this point I usually mix up a small amount of epoxy and soak the dry spots on the cloth and especially soak the seam where the fiberglass overlaps itself.
